In theory PCI-E 2.1 cards can work in PCI 1.0 slots, but some motherboard chipsets are not terribly forward compatible. Some googling indicates that yours is one of those.
keep in mind these chipset under the list do not suppose pcie 2.1 despite pcie has backward compatibility. these chipset will not support pcie 2.1
