So there's some confusion, the monitor I originally mentioned is what my oldest has. I'm not sure of the specs as it was a computer longue prebuild with a few tweaks brought last year and not showing now.
My youngest has this monitor with the 2060 and his games seem to be ok.

Ark and Minecraft, I would say go for the i5 system

4K offers four times the pixels compared to 1080p (got pixel count wrong in first attempt).
Aka PC needs to run 4 x as hard at 4K.
For games you are playing for and I had to pick between your 2 son's

However the games you are playing don't need the highest FPS aka you aren't playing fast pace shooters.

If your youngest wants a better experince it might be better for you to get them something like
The youngest PC not need to work 4 x times as hard and their PC will seem like it goes faster.... mind you speak to them first or they might get feel like they "lost" in the trade
If they were happy you to take use the Samsung, as the I5 will be a bit more power and will be able to run the games you want.

Your youngest will be fine for most of their games on the current samsung screen but games like batman and Red Dead Redemption will struggle to run aat 4k and will seem like he has a "slow: PC when he doesn't. It just isn't a PC built to game at 4k resolution.

Would that be part of the reason his fan seems to run an awful lot and be a bit loud?
Yes, PC has to work really really hard at 4k.
Working harder means more heat, more heat means fans get loud and spin faster, so the PC parts stay cool.
PC can sound like a jet plane :)
If gaming at 1080p PC needs to do less work, so less heat, so fans quieter.... usually, don't worry about water cooling.

Yes, His games will have more frames, which means more FPS, which will mean a smoother experience, usually with less heat and noise.
This also means your son, with the i7 and 2060gpu doesn't ask to upgrade their computer because they can still play all the games including the big blockbuster ones.
Downside is screen is a smaller.
If you son wants the same or similar real world physical sized screen but still at 1080p then you could look at this one

That PC is a beast machine, The ASUS TUF Gaming VG27AQ 27" WQHD 165hz IPS HDR10 Gaming Monitor works great with it.
Great, think I'll do that re youngest monitor, suggestion talk them first so they do not see it as a downgrade.
If you wanted to sell your Samsung 4K monitor, then going the same monior as the youngest works too.
However if budget is tight, try the Samsung 4k with the new i5 system and see how you like it, can always change monitors up later.
Re monitor, if gaming avoid anything with a VA panel unless a high end Sumsung monitor. Bad response times and especially dark level smearing. IPS 144Hz+ monitor is the way to go. A 3060 is capable easily of pushing 160Hz refresh rates at 1080 and even 1440p in older games and/or with the settings turned down low. Depends on the game and your priority re prettiness vs smoothness and clarity.

I, myself, have looked at 2nd hand systems but the prices I've found I'm better buying new.
If you are not comfortable building a PC, I would recommend buying new. That way you have help from Computer Lounge if something doesn't work.
The i5 should run Rimworld and Minecraft with the Samsung pretty well, Arc survial it might struggle with a bit more and ran harder.
Arc survial should work at low and medium settings tho.
