This is the graphics card in my work PC, onto which I wish to use a monitor that needs a Dual DVI graphics card to drive it
Is the ATI Radeon HD5450 512M a Dual DVI card or not, I cannot find any specs for it online that say either way

Yes, according to http://www.amd.com/us/products/desktop/graphics/ati-radeon-hd-5000/hd-5450-overview/pages/hd-5450-overview.aspx#2

You may want to check the specific manufacturer/variant of your card to be 100% sure though.
