Are you talking about JavaScript an controlling a blocking application in your web browser?
Yes, there is. Right click on the script controllers application icon, should be able to so it from there,
unless your talking about Java which is completely different and I don't know what to think.

I think the OP is talking about Java applet permissions.

Open Control Panel and go to Java for configuration options.
