I have noticed on my laptop that in Firefox I don't have the icon (download icon) indicated in the arrow in the first screenshot, taken from my Firefox program on the desktop - both screenshots Firefox version 22.0 running on Windows 8 Pro.

How do I enable the download icon on the laptop's Firefox program?

You can right click the toolbar and customise it - add, move or remove icons.

Or you can use CTRL J to show downloads.
