Does an ordinary DVD drives on a pc able to reads double layer DVDs?

I'm about to burn a double layer DVD with photos but my family's DVD drive on the computer couldn't burn double layer DVDs... Can they still see the photos?

Yes it can read them.

Most movies that you hire/buy are dual layer disc's. Which is why you can notice a slight stutter or pause when it changes layers.
