I have a minor issue here on my partner's laptop with Google Chrome not reopening whenever we close the browser completely.  We get a message along the lines of "Google Chrome isn't working".  We have to restart the computer to get it working again.  How can this be remedied?

Open task manager, find all the processes that mention chrome and force close them.

As for a permanent solution I would recommend making sure your chrome is up to date and to check the support forums for potential solutions.

Restart computer
Uninstall chrome
Restart computer
Download latest chrome

otoh maybe a bad plugin holding up the exit, but above will fix it anyway.

Chkdsk c: /f prior to the restart is sensible.
