My graphics card fan is making a really bad sound. If I open my case and stop the fan with my finger it stops. is there a way of fixing this?

It's like it's dirty or loose.

Is this normal?

Fan is at the end of its life that usually means.

You can try taking it off and putting a drop of light oil on the bearing, but that is usually a short term fix. Otherwise look for an aftermarket cooler for the card if available.

I think it would be better to find a new one and replace it.  But it depends how good it is and how much you want to spend.

Replace fan. Cheap. Usually easy.
