Current PC has lasted over 4 years but now with the Rift looking at upgrading, not interested in overclocking.

About two years ago upgraded the graphics card to a EVGA GTX 770.
The minimum spec for the Rift is CPU i5 4590 and a GPU of GTX 970.
I'm so far thinking the new Nvidia 1070 for the graphics card but unsure about CPU and or Motherboard.
Current motherboard is socket LGA1155 so do I upgrade just the CPU to something like i7 2700K or move to the latest socket LGA1150 and something like i5 6600K?
Or leave the CPU and motherboard as is and just go all out and get a 1080 card? I am starting to notice the CPU maxing out slowing things down so preferance is to upgrade the CPU at least. Also somewhat annoying the Rift software constantly reminds you if hardware isn't up to spec.
Would be nice to keep it under $1000 but can stretch to about $1200.
