Best cheap option out there i found was the Acer V246HL when i was looking towards the start of the year, and that does lack the HDMI. Considering DVI-D translates to HDMI passively, i dont count that as a very big problem at all.

I was also limiting to vesa 1080P sizings though.

Usually if there is no HDMI on the monitor it means it will not accept audio. I have found with some sources they will just not work with those monitors and a converter - one was a NVR, meaning that a monitor with it had to be found that also would mount and fit, and another was for gaming. Again, just no picture when connected to DVI. It was suggested that it may be a HDCP issue, but I cant imagine why that would affect a NVR that just shows IP cameras.

Strange you say that, I have had issues recently with 4K FireTV where it wouldn't boot if it wasn't attached to a monitor with NATIVE HDMI. No adapters or cables would work.
