So I'm not sure what category to put this in but here's what I have.

Windows Based PC (Windows 10)
Samsung Smart TV in different room (No VGA or DVI cable)
Both devices connected via Ethernet

I want to play videos from my PC onto my TV.

I also want to play TV streaming from PC onto TV via web browser. I use dns4me and watch Aussie content so can't use Smart TV apps for local channels.

What's the cheapest way to do this?

Sounds like you should just connect the PC to the TV via HDMI.

You could also look at using Plex to serve your media from your PC to you TV (and a myriad of other devices). https://www.plex.tv/

An HDMI cable across the floor isn't ideal.

Plex does not work for living steaming TV content off a browser.

Besides plex is lagy and rubbish

He already discounted that faster than finding out what a chromecast did...

No it really isn't it is awesome and fast I have had 10 people at once in the past streaming off my plex server over the internet, before that I used its dlna features off my pc to my Xbox locally and it worked perfectly but you could try emby if you want an alternative.

Emby does have some kind of casting thing. Never used it though.
