Different Boot Problem this time...

When i power up one of my work PC's, the light starts flashing (should stay solid) and the fans spin but they are kind of surging (like a rotor) ... nothing comes up on the monitor...
I pulled the power cable and plugged it in a few times... just keeps doing the same...

Its a Procase VIA mini-ITX- embedded with XP SP2

Has never happened before and just started doing it this morning for no apparent reason...

Any ideas???
