What am I missing here......

Google Photos says Im using about 3.8GB of storage. Yet the same folder on my desktop shows 7.8GB.

I dont appear to be missing any files.......  and Im using the full quality option, so its not compressing them.

So whats going on........

Photos less than 16MP are "free". Is the 3.8 GB just the amount that counts towards your storage quota?
