I've purchased a ex-lease PC. When I hook it up to the wifi network the speed is rubbish and it kills the speed for all other clients using the wifi network. What could be causing this issue?

The PC updating.
It's all updated. Whenever I connect using the built-in radio everything turns to custard.

What changes in speed are you seeing? Perhaps do a speedtest on a 'known good device' with the ex-lease PC turned off, and again with it turned on (and perhaps playing a radio stream so you know it is using the internet but only a tiny bit of bandwidth so as not to significantly affect the speed test).
Can you find the model number of the wifi device? I wonder if its an old G spec device?

I do have a static IP. Ethernet works great. I've also plugged in a USB wifi radio which also works fine. It's just the built-in radio which is causing the issue.
Also, wasn't there a big issue with wireless drivers auto updating and nuking them over factory supplied.
It's a Intel Dual Band Wireless-AC 8260

That relatively new Intel wifi should work really. Maybe update the drivers with downloads from the Intel web site?

Also, the question above about static IP is in regards to any static IP on your LAN, not the one provided by your ISP to WAN.

ive experienced bad performance with new intel wireless chipsets using the windows drivers, try the drivers freitasm posted.
I've had similar issues with the WiFi adapter in my work laptop (Intel Wi-Fi 6 AX200), updating the drivers solved almost all the issues, including one that was very similar to yours, I'd suggest updating to the drivers @freitasm linked earlier.
