Hello,
I am wondering what software (freeware would be great) which could be recommended  that would be suitable for developing a content management system for the mass of information held on a local hard drive.

I have a large amount of various documents and files being organised into more structured file system layout for each category. What im looking for is a content management system that could be used to build a user friendly database / index of the files to make searchingfor information much easier and quicker.

Ive thought a web page or forum type setup may be useful however i dont have the technical experience to weigh up which would be more suitable for an offline system.
