in ie8 with popup blocker settings on the highest and no list of trusted sites, if you click on 'connect with facebook' at digg.com a popup appears. how does the facebook connect popup beat internet explorer's popup blocker?

Because it's not a popup... you're clicking on a link/button to open a window/overlay just like any other normal link any other link or button.

Why would you want to block a new page/tab from opening when you've purposely clicked on it?
