It is available in Australia, but only for specific industry sectors and at a very indecent price.

you can now download the SDK and develop apps for it for free :-)

on the other hand, you can get some functionality similar to the surface from teh new multi-touch screens/pc's from PC vendors such as acer or HP. go into a computer store and have a play
