Boot issues

Hello,
Had some really bad news when I opened a package with my shipped homebuilt PC the other day.
It ran smooth as a whistle before the move, which means something happened..
Problem:
PC boots up and gives a signal to the monitor.
It shows me the start BIOS screen and then FREEZES and won't progress.
It won't give the USB devices any power (got both mouse and keyboard as USB) which means I can't try and enter the BIOS.
Motherboard is showing that it's functional with lights, harddrive seems intact.
I've tried to reset the mobo by removing the battery, no luck.
All fans are functional and the CPU heats up as it should.
RAM mem seems to be working but the mobo doesn't provide a beep if they are removed.

GeForce 9600GT (only, so no SLI in place

3 x 1024 Corsairs 6400 800Mhz
HD:
WD EIDE Caviar 250gb
Powersupply:
Generic OCZ
OS:
Vista pro version
Please, anyone got any to resolve this issue without spending too much money on new parts only for troubleshooting?
Oh, and I got my 2701 HGV router re-flashed thanks to the forum, hence why I'm back for more of the fun that is fun
