I have an Intel DG31PR motherboard with a LG Flatron TFT monitor with 1 VGA port. Can I use 9600GT graphics card with it? What is the present price of 9600GT?

Yes, you can put a 9600GT into that motherboard, although I just checked pricespy and there were none in stock anywhere, so you might have to look at a newer PCIe graphics card.

Depends on rest of your PC, but in general yes, a 450W PSU should be OK for a 9600.
