I have however found the official origin with my phone based on the 059 number on the SIM card tray. Mine is 059M5P6, which apparently means it is licensed in Taiwan. Must be associated with some Taiwanese carrier then?

No idea how this would effect update roll out. If anything I should have received the update sooner as the updates would have been rolled out in that country before here. If I remember correctly, the last major update was available there long before any NZ carrier approved it for release.

Could be to do with what region your Microsoft Account (and hence Zune) is set on.
Your phone is registered as Taiwanese but Zune is registered as an NZ installation. (Just a wild guess)

you're phone would've still got the update, but this one is staged out over 3 weeks

i hear you that you think this is crazy trickery, but there is a method to this 'madness' ;)

MSA region doesn't come into it, its the carrier image installed on the phone when purchased

I have not put much faith in the "roll out in three weeks" theory, and now this:

There were supposed to be four stages (or waves), but unfortunately the mobile operator has been unable to push out Windows Phone 7.8 to the majority of subscribers, leading to numerous requests for information on the matter. It's odd that the company would publicly point at Microsoft for delaying the update (though the team member in question could be incorrect), but here's the full post which was published:

"Here is the info about the update. Microsoft has stopped until further notice, the rollout of the update. Currently there is a new date for it."

Is there any truth in this? Who knows. Consumers obviously are the ones who get played around with this update strategy and fingers get pointed from one side to another...

Frustrating to say the least.

I believe as I said before this is a hangover from the original WP7 update debacle, it will be the risk managers/corporate office in MS not the dev teams delaying this.

"Updates are cumulative. If one [carrier] doesn't get their testing done in time, the next push date comes and it goes out then. Carriers could in fact block updates to sell you a phone. That can happen. But we don't expect that to happen. We are not going to push updates onto carrier networks that they have not tested. Microsoft is being very trusting of the carriers here. This is very different from the situation with Windows Mobile where every phone was very different. With Windows Phone, there is no impact on OEM code, network code, and so on. Yes, there are upgrades that will require a full test pass. But most will not."

This is what I was talking some pages before... Microsoft left too much for the telcos to control. And when they said "next push update comes and it goes out then" was really in their dreams. For example my LG WP7.5 had four updates to get from Mango to 7.8. All these were only offered/applied when 7.8 came out. None of the four updates were released until they pushed 7.8.

In reality if the telco had not approved 7.8 my phone could have missed those four updates altogether.

Not a good update story.

There is an issue with live tiles not updating with 7.8 which is why it has been halted. This is the reason why updates are released in batches to WP handsets so that not everyone gets affected by a bug. Sure the iPhone releases updates to everyone at the same time without carrier intervention but it breaks many things in almost all updates. iOS 6.1 has been a disaster.

Do whatever you want to do man.

There are many more Windows-based PCs around the world and everyone gets Windows Updates on the same date/time (every second Wednesday of the month 7am NZ time).

There's a problem with Live Tiles? Good, if they had a good update story they could easily issue an update for the next month and be done with it. The way updates are distributed and restricted by telcos those who already have the update with the bug might never get an update to fix it.

From the start, years ago, I said that Windows Phone updates should follow the same schedule as Windows Updates. Too obvious for those folks in Redmond to follow...
