I am seriously missing Alphonso Pulse news app on my Windows 8 laptop. It is the best thing about my ipad 2. I don't want to use the web version if possible ...

So - is it possible to download from any 3rd party source? (not that I've found any on google)

I should qualify that Pulse had a windows app last year but they pulled it from the app store for some silly reason!!!

Windows 8 apps or Windows Phone 8 apps? If it's the later, then no, if it's the former and you are not running Windows RT, then yes.
