Is it possible to install divers on a PDA without actually sync'ing it with a desktop, or in order for it to be done properly, it has to be done through activesync....?

It depends on how the drivers are packaged. If you have a .cab file then you can simply transfer the file using infrared or Bluetooth or download from a web server. If it's an installer then you have to use ActiveSync, but you don't have to establish a partnership, simply connect as guest.
