I want to buy a PDA but i aim in doubt between a HP Ipaq H1930 and a Toshiba E 400. Wich are the main differences between them? Wich one with you consider better and why?

Not much difference, really. The h1940 comes with Bluetooth, but both run Windows Mobile 2003. Check our Performance Centre and you'll see the HP iPAQ was a little faster in our tests.
