Is this for a Vodafone or Telecom blackberry?

On Telecom you can use all plans with BES and/or BIS. I'm not too sure about Vodafone but I'd venture a guess and say that the same applies...

Most company's employ dual usage plans..

You can guess at the reasons behind this but typically BIS plans will be cheaper as usually their usage is also less than that of a BES user.

BES users get to email & ability to SYNC all the PIM data wirelessly.

BIS get email..

so if users doing the same amount of email per day the BES user will be doing more data with sync of data and such.

My views are mine and don't necessarily reflect that of my employer.

problem solved

firstly it needs to be a on a BES plan which it was not, secondly, CS at vodafone are tards and told me that the bes plan change was instant - it was not, teh details get sent to RIM at midnight after such a plan change to make BES work... but the swamp donkey had naffed that up too, after a couple of calls to sol support to get the BB provisioned correctly it werks
