First your Pocket PC needs some connectivity. I presume you're using either wireless LAN or Bluetooth to connect to a GPRS mobile phone.
Next you have to configure your Pocket Inbox to use appropriate servers. You should be ok by using the pop3 server your ISP provides, but sending e-mail may be a little bit tricky. Most ISP do not allow users coming from other networks to access their SMTP servers, due to possible spam issues.
You might want to look at third-party SMTP providers, like smtp.com. You subscribe to their services and pay a fee that is related to the number of messages sent via their servers.
