Can you not just put them onto the MicroSD card? That's how I've changed things on previous WinMo phones I've had (ok, The Treo700 and 750...)

Unless Telecom have it locked down akin to some of their other cdma models?

Ringtones - just drag and drop (or email, or bluetooth transfer) your wav or mp3 onto the device, find it in the file explorer, tap and hold, and select 'set as ringtone'. Could not be easier.

Software, again, just download through the device browser (or email it to the device as an attachment, or trasnfer on memory card, or bluetooth etc etc etc), and run it to install.

No lockdown on this device...
