How does one save files to flash memory and/or storage card so that the information is preserved after a hard reset?

Depends of what you want to save...

If you're installing a program, ActiveSync will show a dialog on your computer asking where you want to install it.

If you want to store a file, from your computer click the Explore button on ActiveSync and browse to Storage Card. Then simply copy and paste files from your computer to the Windows Mobile device.
