This also might be a dumb question but, why would you want to surf the net with your IPAQ through your cellphone?? Wouldn't this not run your cellphone bill through the roof???

When browsin the Internet through a mobile phone you use a service called GPRS. In general this is charged per traffic, not minutes. And in the US, Australia and other countries there are flat rate offerings, so you can browse all you want for a set price.
