I try to activesync, but it says it is not connected. But my PC acknowledges that it is connected. Why are they not syncing??

Welcome to Geekzone. Are you using USB? If so, is this connected directly to a USB port or USB HUB?

First thing to do if using a USB HUB is to move the cable to a USB port.

I installed 4 high speed USB ports, but have also tried the original USB port with no change. It is like they are not communicating even though it acknolwedges it is there( the IPAQ says not connected.

Are you sure ActiveSync is configured to connect via USB? On your PC, right-click the ActiveSync icon, select Connection Settings. There should be a checkbox with Allow USB Connections ticked.
