Indeed, although it's not exactly user friendly :-) Basically you need to extract the resource bundle, edit and rebuild.
Alternately, a
skin creator
has been released, although I haven't tried it.
If you're less keen, quite a few skins are now floating around for download.
The
PalmOneCity forums
would be a great place to start - there's plenty on there for download, and plenty of info if you're keen on creating.
