Is it possible to get j2me runtime enviroment for my imate smartphone2 (win mobile 2003)?

Will the redmond machine allow it or will it or do I need something symbian?

Yes, you can have J2ME on Windows Mobile, both Smartphone or Pocket PC. However it will depend on the OEM to supply these with the handhelds - don't blame Microsoft for what manufacturers do.
