Sorry to go off topic, but this is intriguing. So most games on PC you can't re-sell anymore? Or can you deactivate and then sell?
Due to the huge problem of rampant piracy most games these days are tied to some kind of online account, effectively you can't transfer them. This is common for pretty much all software digital distributed not just PC games though.
Like most software you don't "own" the software you own a license to use it.
People don't care because digital distribution has really brought the price of non new release games down, when a game is $5-10 who cares if you cant resell it later.

Personally I never buy the physical disk version any-more, I buy the digital version from Blizzard, Steam, GoG or EA Origin etc.
I think price and convenience of digital distribution via these platforms easily makes up for not being able to re-sell your games.
