I hate to break it to you, but this would make the cable snap, causing it to become non functional. 

I think what you mean to say is shorten the length between the starting and finishing points, which could only be accomplished by terraforming. (or Maui)

A much more sensible solution would be to install servers for the content you want, at a closer location.
