Starter and second guess did a good job narrowing it down for me. As far as I could work out there were only two valid possibilities for the third row.

I've been trying to start with:

1+4/2=03
9*8-7=65

to cover all values in two lines and go from there? What's the trick?

Took me around 15 minutes to go through the options. After you’ve eliminated a bunch of numbers it’s amazing how few answers are left.
Last two days every time I thought I had a solution, it was, oh wait , there are no 1/2/3/4/5 +/- etc. Also I had the good luck to get the last number on the first line which helped tremendously as it eliminated a whole bunch of numbers.

I’ve been doing pretty much the same as you ,and I think yesterday after two lines I had eliminated six numbers and two symbols

Probably took me about half an hour yesterday, every time I thought I had a solution I just hit another roadblock.
Certainly gets your mind ticking over 😀
