Guess theyre trying to make sure you're capable of running all the games available rather than have users come back going "theyre all too new and i couldnt play them".

The main market for modern systems is laptops, so it's fair that they'd list steep laptop based requirements to make sure that they've covered themselves. A few of the apps will run on much less, I'm sure.

Anything I say is the ramblings of an ill informed, opinionated so-and-so, and not representative of any of my past, present or future employers, and is also probably best disregarded.
