What do you mean what is he trying to say? Its a list of servers for Unreal Tournament, the original 99 edition.

Its a game that people still like to play, but there aren't many servers around anymore.

Wow they still running servers for UT99! Pity i no longer own this copy, just UT2004. Which is a blast to play online as well.
