Im just about to upgrade internet to max up and download speed, current its max dl and 128kb/s ul, I was just wondering if having faster upload will significantly raise the usage of online gameplay?

Also If im host in a CoD4 game, will that use alot more usage than just being a usual player?

max upload speed will still only let you game as good as your ping / latency will allow.
That has to do with distance from the exchange / line quality / is interleving on/off etc.
ping/latency is the delay between you sending a packet of info and the server recieving it.
You could have 1000mbps upload but, but your gaming experience would still be lmited by your latency.

go to pingtest.com and see what your ping is.

done the test and got this:
ping - 78ms
packet loss - 0%
jitter - 5ms
