Can someone explain the reasons for this?

Is hop #2 a device in your network (ie: a router)?

Latency spikes inside your network before getting to TCL are likely to be something saturating your upload or download, is this flat or shared connection? Do you use any QoS?

Even 70% utilisation of your max real world upload or download can cause latency to increase.

I assume hop #2 is the router before the cable modem. It is not my set up, but I will pass this on.
They person who has this problem will be factory reseting their router to start with, to see if that makes a difference, but I will see what else they have on their network.
