What there should be is each of those blue cables being terminated to an RJ45 outlet (or row of outlets) like you have at the wall socket ends. That's called a patch panel as you then use short (patch) leads to connect between your router and the patch port that corresponds with the wall outlet you want to use. Another patch lead then goes from the wall outlet to the computer or other device you are plugging in.

In your case, all the cables are connected together on a punch down block which is fine if the outlets are just being used to connect landline phones, but useless for pretty much anything else.

It needs to have that punchdown block replaced with RJ45 outlets on a patch panel. Quite straighforward for a data cabler, but not usually in the scope of most electricians. If you don't mind saying roughly where you, someone can probably make a reccomendation for who to call.

And to add, if the ONT is in a different place to the router, that's OK. You can patch the ONT to router connection back through the network outlet beside the ONT.

This is the sort of thing you'll need, plus an hour or so labour to punch down and test.

Don't run out and get that one - you'll need to get something that fits the enclosure space and dimension you have, but you get the idea. Make sure your mate knows how to do ethernet cabling correctly, as lots of sparkies don't. It's fairly easy to get right, but also easy to get it very wrong as your existing setup shows.
