Just to update setting the value on the Playstation did not have any effect seemingly.

What a pain!

I think the next step I would try is: take your PS3 and modem/router to a friend or family's place who's on a different ISP..

Then you could test:
- The PS3 on their modem/router on their ISP
- The PS3 on your modem/router on their ISP
