I have almost the same configuration you do so I may be of help here. I'm using the Logitech MX media desktop with BT hub and connecting with an IPAQ 3870 using Active Sync ver 3.6.

I had some problem with the BT stack when I accidentally unistalled the WidComm software. Don't ever do this let me tell you it's a real problem to reinstall. Make sure your bluetooth hub is up, fi you are able to use the volume controls on the media pad or keyboard then the BT hub is working.

1) Check your BT settings both on your IPAQ and your PC and ensure both are set to discoverable. If you can't find these settings let us know.

2) Turn on your IPAQ and ensure the BT radio is on, this should get the blue light flashing on your IPAQ.

3) On your PC open your "My Bluetooth Places" folder, you should be able to find it in your main menu with the standard Logitech install. Click on "View Devices in Range" you should see an icon of your IPAQ with a red check mark on it. The red check mark means it knows about the device but it is not currently connected. If the icon does not show here click on "add bluetooth device" and follow the wizards instructions, then go to step 5.

4) If the icon does show here double click on it and look at the icon. On the window that opens look at the "Serial Connection" icon, if you've made it this far it will likely say "not connected". Right click on the serial connection icon and select "Connect to Bluetooth serial port". Now look on your IPAQ there should be a message saying it's getting a request for connection, click "accept".

5) If this has all worked up to this point you should have a serial connection to your IPAQ. Now make sure your IPAQ is right next to your charging cradle for your mouse with nothing metal blocking. "Start Active Sync" FROM YOUR IPAQ from the Bluetooth manager menu. Make sure you start Active Sync from your IPAQ NOT from your PC. I've never had the luck getting the PC to connect through the BT hub when i start Active Sync from the PC.

Hope this helps. If not you may want to contact HP's service support for help, or perhaps Logitech but I doubt the fault is there if your BT keyboard mouse and media pad are working properly.
