Some routers take longer to boot up than others.
Like I have a tp-link that takes about 2-3 mins, versus another model which takes only 1 min.
Tip in your situation- turn on the modem before the computer. That way there is less waiting time.

Also you may want to check the adsl sync speeds in the slow modem and compare it to the faster connecting modem. It may be that it is having to retrain many times because the wiring is bad in the other part of the house or you are using an extension cord.

yes Ray i turn on the modem before pc but to no avail. but last 2 days it does not even connect!! the "dsl,internet" lights blink for a second and go off. i tried restart of pc no of times and restarted modem no of items but it wont connect at all!!!

So the failing modem is number 2. And the good modem is number 1.
Have you tried swapping them around to see if the same thing happens?

Also is number 1 switched off before number 2 is switched on?
