is there software that not just scans but actully chooses hotspots etc so I dont have to pick a connection my self I can just drive in my car pullover and I will already be connected top a local wifi?

There are a few wi-fi scanners (even free ones). Start trying Wififofum for example.

yes but the main thing I need is auto-connect so it runs in background and connects to strongest hotspot around automaticly
