If you mean your public IP assigned to you by your ISP :

1) Yes. You can ask for a static but you will be charged for it. Most ISP's issue dynamic IP's, int heory each time your connection drops off (ie: power off router), then you could be assigned a different IP - but this does not always happen and you can end up on the same IP.

2) Hiding the IP is not an easy thing to do depending on what you mean exactly - you can setup most routers to not reply to a ping request which helps avoid DDOS attacks and port scanning etc. But whenever you connect to a server, the owner of the server can see your IP.

Other option to "hide" your IP is to use a VPN service....

Just stop doing whatever's causing you to get banned in the first place. That's the easiest fix ;)

Switch off your router for half a day, it might get another IP when it logs in next time. then email the administrator of your game and ask them to fix the problem. The ban wouldn't be permanent unless you are doing something bad or they have a problem with block lists etc.

Time to find a new industry!

Virtually all the large ISP's use stick DHCP these days. If you have this it doesn't matter how often you power cycle your modem, the IP isn't going to change.

As for the fix for the OP? The ultimate fix is to stop doing whatever you're doing that is annoying others.

Yeah. Changing your ip address will only work if you stop whatever you are doing to get yourself banned.

My views (except when I am looking out their windows) are not those of my employer.

The bestest way to hide is to stay off the internet altogether.

Burning your router and buying a new one won't help, you should try that.

You aren't behind at least seven proxies? That is the only way to securely browse the internet these days.

Yep, especially since the NSA is busy spyin' on everyone.
