There are loads of solutions around, and the right guide/solution will depend greatly on your needs, your situation, your OS(es), your network, and your budget.

Can you tell us a little more about what you are looking at achieving?

Its very easy to accomplish with the right tools and software, but Windows desktop OSes are probably not the right place to start.
Also, the max connection speed you would attain is 28.8 - 33.6k (even with 56k modems on each end).

The setup for someone who knows zero at the start would probably not be worth the hassle compared to buying KOL dialup prepaid connection packs for $10 a month.

Linux does all this stuff great, and free. But you will need some know-how, and a spare pc with a modem and a nic.

Wingate was great back in the day, and I think still exists (its commercial windows software).

Windows Server will do this okay as well (but again, spare PC, plus its commercial software)
