Ok, you know for public wifi hotspot type dealies, how when you connect up, and fire up the web browser it'll present you with a password/agreement etc page which you must pass through before you can get outside the network.  What would be the easiest (cheapest) way of implementing such a thing?

For charging people or just restricting access?

Do you need a billing system for usernames/codes to handle data or time usage?

Are these single use usernames/codes?

"easiest (cheapest)" ?????

Easiest:

Pay a reputable company who already does this stuff.

Cheapest:

Code it yourself. Use any major modern Linux distribution, its a complete OS and most of them also include LOTS of major development tools, many of which can be used to achieve what you are looking for.

I suspect, however, that you are looking for something completely different to the easiest or the cheapest method.

Free.  Person who knows the code (one code, changed rarely), enters code, gets access.

Something in between then, not too expensive, not involving too much time on my part.

I obviously could build it myself with a linux box, but it's more time than I care to invest, but perhaps thought this might have been a problem which is alreay solved (by the open source community).

I have the same end goal as you on several installations. Dont overcomplicate it, what I do is this:

Set up WPA encryption.
Give user the WPA key (my key is memorable, like ddd8888888 - but not that particular sequence :o)
Change the key whenever you feel like it, to lock out old users.

Very simple, and built into the wifi routers already.
