Do I have to have secondary IP for DNS to make my email server 'acceptable'? (E.g.: not spam server like)

no you only need one, but it depends on your setup really, in a LAN enviroment is quite normal to have all hosts with just one DNS server (that is a local device on the LAN) which is actually a DNS proxy which may have two or more external servers that it uses..

If you are just using the external DNS server address that xtra or telstra supply I dont see any reason for not adding both?
