I would like to develop a project using bluetooth dongle.

By connecting the dongle to a PC its going to be a bluetooth device, so my project is to develop an application:

1. which it should send text when a bluetooth enabled phone comes in its range and thn disconnects

so i need help for which API's would be better to write this application and also which bluetooth stack suits better for my project
