I have a Windows 7 PC that I use as a file server and general purpose server (cloud print, murmur etc). I've always used password protected sharing. I have these stupid Onkyo streaming devices that, for whatever reason, can only connect to it if password protected sharing is disabled. Is there much risk in turning off password protected sharing on a private network, assuming that one is happy with local clients having unlimited access to all shares?

This is done pretty commonly.  Anyone with access to your network (whether plugged in or via WiFi including guests) can delete/infect/copy your files.  You accept that risk.

Optionally you could purchase a cheap NAS device, sync your music from the computer to the NAS, and the Onkyo could read from the NAS.  The NAS can stay powered on 24/7 and uses little power compared to the PC.

Or plug a portable hard drive into the Onkyo and every now and then connect the HDD to the computer to copy across your latest music.
