I want to use this:

 

Ubiquiti POWERBEAM AC PBE-5AC-500

 

 

 

To network bridge 25km's away.

 

 

 

Is it legal? Or do I require some kind of special licence?

Yes it's legal providing you comply with the 5GHz GURL licence conditions.

 

Obviously to get 25km you're going to need perfect LOS, good clearance/fresnel zone and more importantly elevation at both ends. Assuming both points are flat that's realistically going to be a minimum of about 50m elevation at each end of the link.
